Harbin, Heilongjiang: Since April 1, construction machinery, which can`t meet the third phase of national emission standards about non-road mobile machinery, should not be used in Harbin. Since December 1, agricultural machinery, which can`t meet the third phase of national emission standards about non-road mobile machinery, should not be used in Harbin.

Wuhan, Hubei: Since April 1, Wuhan will govern the non-road mobile machinery , to those which can`t meet the third phase of the national emission standards about non-road mobile machinery, a 5000 Yuan fine will be imposed.

Xi`an, Shanxi: The owners of non-road mobile machinery should submit the data about non-road mobile machinery`s name, type, quantity, pollutant emission to the related departments in time. At the same time, the owner or user of non-road mobile machinery should make sure the machinery they own or use meet the third phase of the national emission standards about non-road mobile machinery, execute the emission detection and maintainance terminally. To those who don`t submit the data before Jun 30, or whose machinery over emission, punishment will be executed.
